With carbon-aware scheduling becoming a priority in heterogeneous computing, the question arises whether LLVM should mandate energy consumption annotations at the IR level rather than leaving it to runtime heuristics. This would require every transformation pass to declare its energy impact upfront, enabling the compiler to make carbon-optimized decisions during lowering. Critics argue this adds annotation burden and may be premature given incomplete hardware energy models.
